At the current Alpha stage the focus is on writing the text. As the text will alter during this stage there is no point formatting the book only to find that added text ruins the formatting.
As this is still an alpha release the chapter headings are there to show you what the book will cover. The text itself is still in the process of being written. Think of it as an earlier software release all the menus are available, but some of them don't do any thing.
